Took me some time, but finally came up with a working configuration (incoming/outgoing), that also registers correctly.
My setup is a small server running Elastix 2.2.0 behind a router/firewall (Linksys E3200 original firmware). The router has it's SIP ALG feature enables in Administration tab. Port ranges 5060-5061 and 10000-20000 are forwarded to the the ip of the Elastix box.
Add SIP trunk (don't use "add VOIP Provider"):
Trunk Name: whatever-you-want-to-name-it
Outbound Caller ID: 31xxxxxxxxx (your budgetphone number)
Dialing Rules: (you may need different ones)
Trunk Name: same-what-you-chose-above
User Context: 31xxxxxxxxx
That's it. Don't forget to configure an outbound route to direct dialed calls to the configured trunk. And don't forget to configure an inbound route to pass the incoming calls to your phones (setting up a catch-all route that directs all incoming calls to a ring group with all your phones in it makes testing easier)

I'm using just username:email@example.com/extension to register. Isn't the format you're using an older format? I recall trying the format you're using too but it didn't work for me.
